Rutgers Researcher Attends NY Harbor Bulk Liquid Movement Subcommittee Meeting

Rutgers University researcher Dr. Hugh Roarty attended the NY Harbor Bulk Liquid Movement Subcommittee meeting held this week at International-Matex Tank Terminals (IMTT) in Bayonne, New Jersey.   The subcommittee, part of the Harbor Safety, Navigation, and Operations Committee, brings together industry leaders, regulators, and researchers to discuss the safe and efficient movement of petroleum, chemicals, and other bulk liquids through the Port of New York and New Jersey.

Dr. Roarty attended on behalf of MARACOOS, highlighting how the organization’s ocean observing network can support bulk liquid operations.  MARACOOS provides real-time data from high-frequency radar, gliders, buoys, and ocean models that inform vessel traffic management, spill response, and search-and-rescue operations.

“Rutgers has been at the forefront of coastal ocean observing for decades,” Roarty said. “Meetings like this allow us to connect our science directly to the operational needs of the harbor, whether it’s vessel routing, spill prevention, or emergency response.”

The IMTT facility, a major hub for the storage and transfer of petroleum and chemical products, underscored the importance of aligning research with industry practice. By participating in the subcommittee, Rutgers and MARACOOS continue to strengthen partnerships that ensure the port remains both economically vital and environmentally resilient.
